Water Discharge Guidelines and Quality Standards at Hasanuddin University

Hasanuddin University (UNHAS) sets institution-wide guidelines and quality standards so that campus wastewater is treated, tested, and then discharged or reused safely, protecting ecosystems, wildlife, and human health and welfare. The commitment is set out in the following policies, all of which remain in force:

  1. Rector’s Decree No. 10029/UN4.1/KEP/2022 on Guidelines for the Efficient and Sustainable Management of Campus Water, which requires wastewater to be treated in wastewater treatment plants (WWTPs), water to meet government quality standards, and UNHAS Lake to be protected through regular water-quality monitoring.
  2. Rector’s Decree No. 04061/UN4.1/KEP/2024 on Guidelines for Efficient and Sustainable Wastewater Management, issued on 16 April 2024, which sets the treatment chain (bar screen, equalisation tank, primary sedimentation, anaerobic–aerobic biofilter, secondary sedimentation, constructed wetland, chlorine disinfection, and a biopond indicator pond) and requires treated effluent to be released in a controlled manner to the university lake as the final discharge point.
  3. Rector’s Circular No. 28720/UN4.1/KM.01.03/2024 on the Protection and Prevention of Aquatic and Terrestrial Environments from Pollution, which prohibits all units from disposing of waste and wastewater into water bodies, and Rector’s Circular No. 13826/UN4.1/RT.03.01/2024 on the Disposal of Hazardous and Toxic Waste, which bans hazardous waste from water systems.

Effluent must meet Minister of Environment Regulation No. 11/2025 on Wastewater Quality Standards and Treatment Technology Standards for Domestic Wastewater, which replaced Regulation No. P.68/2016, and Government Regulation No. 22/2021.

Beyond formal policy, UNHAS applies these standards in practice:

  1. Treatment before discharge: WWTPs operating since 2012 serve the Faculty of Engineering, the Faculty of Medicine, UNHAS Hospital, and UNHAS Hotel and Convention. A central WWTP at Gowa Campus treats wastewater from student dormitories, the student centre, sports hall, Science Techno Park, mosque, and auditorium.
  2. Controlled discharge and reuse: treated effluent is not released directly into rivers. It flows through eco-drainage that recharges groundwater and then into artificial lakes, where it is reused for landscape irrigation and hydraulics laboratory work. Channels that could carry hospital waste into UNHAS Lake have been closed to protect aquatic life.
  3. Verified compliance: in June 2025, the Water Quality Laboratory of the Department of Environmental Engineering tested the inlet and outlet of the Faculty of Engineering WWTP. All effluent parameters (pH, biochemical oxygen demand, chemical oxygen demand, total suspended solids, ammonia, and oil and grease) met the national limits.
  4. Accredited testing and continuous monitoring: the Water Productivity and Quality Laboratory of the Faculty of Marine Science and Fisheries is accredited by the National Accreditation Committee (Komite Akreditasi Nasional) to the Indonesian National Standard SNI ISO/IEC 17025:2017 (LP-2224-IDN, valid until January 2031). Real-time sensors at UNHAS Lake measure pH, temperature, dissolved oxygen, total dissolved solids, and turbidity.

Through this combination of policy, standards, treatment, testing, and monitoring, UNHAS ensures that campus wastewater is treated before discharge and that receiving waters on and around campus are protected.
