Policy on Identifying, Monitoring, and Protecting Threatened and Nationally Protected Species at Hasanuddin University

Hasanuddin University (UNHAS) has an institutional policy framework to identify, monitor, and protect species on the International Union for Conservation of Nature (IUCN) Red List and species on Indonesia’s national list of protected species in the areas it manages.

Its foundation is Rector’s Regulation No. 43/UN4.1/2019 on Guidelines for the Protection and Conservation of Biodiversity and Its Ecosystems and the Prevention of Invasive Species at the Hasanuddin University Campus, enacted on 30 December 2019 and still in force. The regulation places the protection of IUCN Red List species and nationally protected species within the university’s biodiversity and ecosystem conservation framework and prohibits taking, damaging, killing, keeping, transporting, or trading protected plants and animals. It is reinforced by two instruments that also remain in force: Rector’s Circular No. 06785/UN4.1/TA.04.04/2024 on the Protection of Certain Plants and Animals, which requires academic, non-academic, and campus-management activities to comply with the national list of protected plant and animal species (Minister of Environment and Forestry Regulation No. P.106/2018), and Rector’s Decree No. 03210/UN4.1/KEP/2024 on the Hasanuddin University Green Campus Policy, which integrates all 17 Sustainable Development Goals, including SDG 15 (Life on Land), into university programmes and reporting.

The most operational instrument is Rector’s Regulation No. 41/UN4.1/2023 on Guidelines for the Management of the Educational Forest as a Special Purpose Forest Area, which remains in force and applies to the UNHAS Educational Forest at Bengo-Bengo, Maros, a Special Purpose Forest Area (Kawasan Hutan dengan Tujuan Khusus, KHDTK). Article 8 requires the protection of nationally protected and IUCN Red List species; safe procedures to identify and inventory IUCN-listed flora and fauna, including their species, populations, and level of vulnerability; the mapping and monitoring of land and vegetation; restrictions on human traffic, vehicles, and disruptive activities in their habitats; and periodic monitoring and evaluation of habitat restoration and recovery plans. Article 16 extends forest protection to landscapes, vulnerable endemic flora and fauna, high conservation value areas, and habitat fragmentation, including wildlife corridors. These provisions are translated into the Long-Term Management Plan of the UNHAS Educational Forest 2023–2042, which makes forest protection, biodiversity conservation, rehabilitation, monitoring, evaluation, and reporting core management components. The plan requires formal monitoring and evaluation every semester (every six months), followed by reporting to assess management performance and adjust activities where necessary.

The Long-Term Management Plan includes inventories of vegetation, orchids, mammals, reptiles, amphibians, and birds in the Educational Forest, including conservation-priority species such as the Moor macaque (Macaca maura), the bear cuscus (Ailurops ursinus), the Javan rusa (Rusa timorensis), the Makassar tarsier (Tarsius fuscus), and Makassar ebony (Diospyros celebica). Together, these instruments form a clear institutional chain of identification (inventories and conservation-status records), monitoring (vegetation, habitat, and restoration monitoring with six-monthly evaluation), and protection (restrictions on exploitation and habitat disturbance, rehabilitation, and compliance with national protected-species regulations) for conservation-priority species on land managed by UNHAS.
